SEA Congressional Policy Agenda

Career Senior Executives are responsible for leading some of the federal government's most complex missions. They oversee critical programs, manage substantial budgets, and ensure agencies carry out their responsibilities in accordance with congressional intent and presidential priorities.

The Senior Executives Association (SEA) advocates for policies that protect and strengthen a professional, merit based career Senior Executive Service. Our focus is on ensuring federal leaders have the tools, resources, and support needed to carry out their missions effectively while maintaining accountability and public trust.

SEA's policy agenda outlines recommendations to strengthen the Senior Executive Service and modernize the broader federal civil service. The agenda focuses on practical reforms that promote merit based leadership, strengthen accountability, improve workforce management, and help agencies better serve the American public.

The agenda addresses two key areas:

Part One: Strengthening the Senior Executive Service

Recommendations focused on protecting the career SES, improving executive performance management and accountability, recognizing outstanding leadership, and strengthening professional development and the pipeline of future federal executives.

Part Two: Modernizing the Federal Civil Service

Recommendations focused on improving federal hiring, workforce management, employee performance and accountability, pay and benefits, and professional development, while protecting due process and ensuring federal managers have the tools needed to lead effectively.

SEA looks forward to working with members of Congress from both parties to advance meaningful, lasting reforms that strengthen federal leadership and improve government performance.
