Career Senior Executives are responsible for leading the federal government’s most complex missions. They oversee critical programs, steward substantial budgets, and ensure agencies deliver results that reflect both congressional intent and presidential priorities. The Senior Executives Association advocates for policies that protect and strengthen a professional, career-based Senior Executive Service that is highly qualified, accountable, and mission-focused. A strong SES is essential to maintaining continuity of government, effective implementation of the law, and public trust. SEA is concerned by efforts that politicize the Senior Executive Service and undermine the merit-based principles established under the Civil Service Reform Act of 1978. Weakening career executive leadership erodes institutional capacity and risks diminishing the effectiveness of federal agencies. To advance a modern, results-oriented civil service, SEA developed a Joint SES Policy Agenda in collaboration with the Volcker Alliance and the Partnership for Public Service. This agenda outlines targeted reforms designed to strengthen executive leadership, improve talent management, and reinforce effective collaboration between political and career leaders. Some recommendations fall within administrative authority, while others require congressional action. The association will oppose policies that are unlawful or undermine a merit-based civil service, while working constructively with policymakers and partners who seek a more effective, efficient, and responsive federal government.
