Dr. Glenda B. Arrington

Dr. Glenda Arrington currently serves as the Inspector General within the Department of Defense overseeing Inspectors General matters of waste, fraud, and mismanagement. She has an extensive professional portfolio spanning across the public and private sector, academia, community outreach, and non-profit board leadership.

Dr. Arrington, a certified Inspector General, is responsible for investigations, audits, and compliance inspections throughout the United States and 17 Countries. Dr. Arrington has served as the Inspector General in the Department of Navy throughout Virginia, Maryland, and the District of Columbia.

Dr. Arrington is a graduate of the Harvard Kennedy School of Government, the Senior Executive Assessment Program, Northwestern University Kellogg Executive Education, Federal Executive Institute, and the Navy Corporate Business Naval Postgraduate School. She received her doctoral degree in Organizational Leadership. Dr. Arrington is a published author.


Melody Bell

Melody Bell is an experienced Senior Executive at the US Department of Energy with over 35 years of combined civilian and military service.  Ms. Bell was recently selected as the Deputy Director for the Consolidated Business Center for the Department of Energy Office of Environmental Management (EMCBC).  The EMCBC is responsible for developing and executing innovative business strategies and cost effective contracting solutions to enable the Environmental Management (EM) mission. Prior to that she was the Acting Deputy Assistant Secretary for Resource Management in EM providing leadership for the integration of budget and planning; budget formulation; budget execution; oversight of information systems and cybersecurity; workforce management activities enabling the effective execution of the mission.

Ms. Bell also served as the Deputy Assistant Secretary for Business Administration and the Director of Program Execution Support in the Office of Energy Efficiency and Renewable Energy(EERE) at DOE. Additionally, Ms. Bell served as the Procurement Deputy Director of the Office ofTransformation for the National Nuclear Security Administration (NNSAA), Assistant Manager for Contracts and Business Management, at the NNSA Nevada Site Office (NSO), and Director of Contracts and Property Management Division for the Nevada Operations Office (NVO) where she provided leadership, management and guidance in the development, planning, coordination, and administration for all acquisition strategy, financial assistance, contracting and personal property management for NVO.Before her assignments with NNSA; Ms. Bell worked with DOE's Rocky Flats office as the Team Lead and Contracting Officer for the Performance-Based Integrating and Management Contract, Kaiser-Hill, and as an environmental engineer.Ms. Bell began her career as an Officer in the United States Air Force, where she managed several projects and contracts in support of major Air Force weapon systems. Ms. Bell has a Master of Science in Environmental Sciences from the Colorado School of Mines, a Master’s of BusinessAdministration from Pepperdine University, and a Bachelor’s of Science in Engineering Mechanics from the U.S. Air Force Academy. She is also a graduate of the Harvard Kennedy School Senior Executive Fellows program.
Ms. Bell is a lifetime member of Girl Scouts and volunteers as a Troop Leader enabling the transformation of girls into leaders, and a member of the National Society of Black Engineers. She is dedicated to mentoring others and reinforcing the benefits of being a life-long learner.


Scott Cameron

Scott Cameron has 25 years of federal government experience. He retired from the federal government as Principal Deputy Assistant Secretary and acting Assistant Secretary for Policy, Management and Budget at the Department of the Interior. He oversaw DOI-wide financial management, grants, human resources, procurement, IT, law enforcement, emergency management, environmental compliance, and administrative appeals. Earlier in his career, Scott worked at OMB, where he was Deputy Chief of the Interior Branch after serving as a Program Examiner in the Environment Branch. Scott began his federal career as a Presidential Management Intern at the US Fish and Wildlife Service. Scott is a Fellow of the National Academy of Public Administration, a certified Project Management Professional, and a Human Capital SAGE with the Partnership for Public Service. He earned an MBA from Cornell University, and a BA in Biology from Dartmouth College.


Daniel Chenok

Dan Chenok is Executive Director of the IBM Center for The Business of Government. He oversees all of the Center's activities in connecting research to practice to benefit government, and has written and spoken extensively around government technology, cybersecurity, privacy, regulation, budget, acquisition, and Presidential transitions. Mr. Chenok previously led consulting services for Public Sector Technology Strategy, working with IBM government, healthcare, and education clients.

Mr. Chenok serves in numerous industry leadership positions. He is a CIO SAGE with the Partnership for Public Service, Fellow of the National Academy of Public Administration, Member of the Board of Directors for the Senior Executives Association, Chair of the Cyber Subcommittee of the DHS Data Privacy and Integrity Advisory Committee, and Member of the American University IT Executive Council. Previously, he served as Chair of the Industry Advisory Council (IAC) for the government-led American Council for Technology (ACT), Chair of the NIST-sponsored Federal Information Security and Privacy Advisory Board, and two-time Cybersecurity commission member with the Center for Strategic and International Studies. Mr. Chenok also generally advises public sector leaders on a wide range of management issues. Finally, Mr. Chenok serves as an Adjunct Associate Professor with the LBJ School of Public Affairs at the University of Texas in Austin, teaching at the school's Washington, DC Center.


Mary Ellen Condon

Mary Ellen's Federal career commenced as a programmer/analyst trainee for the Navy. She retired from the Dept of Justice as an SES responsible for Info tech and Cyber Security Oversight and Policy. Mary Ellen then moved to the Contract community and established Cyber Security, Privacy and Homeland Security practices for SRA, now part of GDIT. Recently, she has been a consultant working with small and large business companies supporting the federal Government. During her career, she has led interagency programs focused on improving program delivery, in addition to her core responsibilities. She has served on various boards including the Integrated Justice Information System, American Council on Technology, AFCEA Bethesda Chapter, etc. always focused on improving collaboration and outcome of government initiatives and programs.


Traci DiMartini

I am a proud federal employee since 2004 and a member of the Senior Executive Service in 2016. I am passionate about government service and have the best job in government as GSA'S CHCO! Prior to joining the federal government I worked for labor unions and earned a masters degree in Public Policy from Rutgers University in New Jersey. I am the proud mom of a daughter, Grace, who is a sophomore at Temple University in Philadelphia and I am interested in helping recruit and train the next generation of career civil servants.


James Durant

As Chief Counsel, Mr. Durant leads 22 lawyers and legal staff across the United States serving 17 US National Laboratories. He is a principle legal advisor to the Office of Science and the Office of Science’s Combined Service Center in Oak Ridge Tennessee. His organization is comprised of two Divisions, a General Law Division and a Patent Law Division.

Mr. Durant is a career Senior Executive Service appointee who began serving DOE in 2013 following a 22-year career with the Air Force where he was appointed as a Judge Advocate, Special Assistant United States Attorney (Northern District of Texas and Central District of California), and International Commissioner (Bosnia-Herzegovina). A former NATO senior officer, he deployed for OPERATIONS ENDURING FREEDOM and NORTHERN WATCH serving as the LEGAD (lead lawyer). Additionally, he was appointed Staff Judge Advocate three times and Deputy Department Head and Professor of Law at the US Air Force Academy. He was also named Strategic Initiatives Officer at the US Department of State. He was the first military lawyer appointed to serve at the newly established Defense Threat Reduction Agency and the Air Force Joint Space Operations Center. Similarly, he was the first Chief of JAG Accessions at the Pentagon.

Mr. Durant is a Governor on the American Bar Association’s Board of Governors, Director on the Senior Executives Association’s Board of Directors, Secretary-Treasurer on the Chicago Federal Executives Board, and Board Member of Easterseals (Joliet Region). He is Life Fellow of the American Bar Foundation and Fellow of the ABA Young Lawyers Division. He is also an ABA Nelson Award recipient, ABA Difference Makers Award recipient, and 3x Outstanding JAG of the Year Award recipient.

Mr. Durant hails from San Bernardino, California, and he graduated from Howard University (BA, JD). He is married to Karen Durant and has two sons, Jonathan and James.

 

Neil D. Doherty

Neil D. Doherty currently serves as a director for the Senior Executives Association (SEA) Board. As a member of the board, he sets the organization’s overall strategic direction and is focused on strengthening the Senior Executive Service (SES) through legislative and policy initiatives, building a leadership pipeline for the Executive Branch, and establishing SEA as a thought leader in the Washington, D.C. policy debates that impact not only the SES, but all civil service employees. He also represents SEA as a member of the Executive Advisory Board for AI World Government.

Mr. Doherty retired from federal service as a career senior executive in 2019. His career with the Department of Justice spanned over 28 years. As a senior federal law enforcement official and member of the SES, he led the operational, technological, and analytical efforts for the Drug Enforcement Administration’s (DEA) Diversion Control Division. He also held senior leadership roles at the DEA focused on business continuity and emergency preparedness, crisis management, disaster recovery and enterprise-wide support to global operations.

Prior to his career in government, Mr. Doherty was employed in the private sector by two Fortune 500 companies and served in the U.S. Marine Corps Reserve. He has been the recipient of numerous awards and commendations throughout his career in recognition of his leadership, performance, and commitment to public service.

Wonzie Gardner


Javier Inclán

Mr. Inclán joined the NSF Office of Inspector General as the Assistant Inspector General for Management and CIO in May 2022. In this role, Mr. Inclán has responsibility for budget planning and execution; human capital; IT operations; DEIA; training; policy and planning; and other administrative support services. He also currently serves as the First Vice-Chairperson of the National Council of Hispanic Employment Program Managers. Previously, Mr. Inclán served in several different capacities at NSF, including Deputy Office Head for the Office of Equity and Civil Rights and Acting Division Director for Human Resources. Mr. Inclán has also worked for the U.S. Marshals Service, USDOT, USDA, and the U.S. Army CERDEC. He has also volunteered as a mentor in the SEA/YGL Mentor Program and for the National Association of Hispanic Federal Executives. Mr. Inclán earned his B.A. degree from William Paterson College and master's degree from Fairleigh Dickinson University.

Kerry Neal

Mr. Kerry Neal is a career member of the Senior Executive Service and serves as Deputy Assistant Secretary for Acquisition, Grants, and Risk Management at the U.S. Department of Education. Prior to joining the Department of Education, Kerry served in several executive (SES) and management roles at the U.S. Department of State, U.S. Department of the Interior, and
the U.S. Environmental Protection Agency. He began his federal career at the U.S. Department of Treasury, Bureau of the Fiscal Service.

In 2017, Kerry helped to establish the American Bar Association (ABA) Grants Law Committee, serving as one of its founding co-chairs. He is currently a DC representative member of the ABA House of Delegates. Additionally, he serves as General Counsel to the African American Federal Executive Association (AAFEA). Prior board service/affiliation include the National Grants Management Association; Federal City Performing Arts Association; and GLIFAA, the U.S. State Department LGBT+ employee resource group. He is a 2021 Fellow of the National Academy of Public Administration, and a 2022-2023 Rodel Federal Executive Fellow.

Kerry holds a B.S. in business from Long Island University; M.A. in business/legal administration from Marymount University; J.D. from University of Baltimore; and an L.L.M. from Georgetown University Law Center; he is admitted to practice law in Maryland and in the District of Columbia.

Dana "Mark" Peterson

Dana “Mark” Peterson retired from the Navy in 2000 after 20 years of Service. He was a Naval Aviator for the first half of his Naval career, transitioning into finance after receiving his MS in Financial Management from the Naval Postgraduate School. After retirement he became a federal employee (GS15) working in the Dept of Defense/OSD. Mark was selected into the SES ranks in 2006 where he has served in three senior executive assignments; OSD-Comptroller, U.S. Air Force Staff, and the Chief Financial Officer/Comptroller at the U.S. Special Operations Command (USSOCOM). Mark retired from federal service in December 2022. Besides being actively engaged in serving on the SEA Board, Mark advises the Global Special Operations Foundation (GSOF) and other organizations looking to enhance their performance effectiveness via his consulting business/LLC ([email protected]).

Jessica Southwell

Jessica Southwell, a member of the Senior Executive Service, was sworn in as Chief Performance and Risk Management Officer, U.S. Department of Labor (DOL), Office of the Inspector General (OIG), in May 2016. She is responsible for leading organizational strategy, performance and risk management activities across the OIG, working closely with leadership to enhance organizational performance and manage risks to the OIG mission. Prior to joining DOL OIG, Ms. Southwell served at the National Aeronautics and Space Administration as Director of Agency Councils under the Office of the Administrator, and as
Branch Chief of Strategic Planning and Performance Management under the Office of the Chief Financial Officer.

Ms. Southwell also served at the Department of Homeland Security (DHS) as Branch Chief of Strategy and Performance Management, Verification Division, U.S. Citizenship and Immigration Services, and as a risk expert within the National Protection and Programs Directorate where she was responsible for facilitating DHS’s implementation of the Chemical Facility Anti-Terrorism Standards regulation. Prior to DHS, Mr. Southwell served at the Department of Health and Human Services, where she managed an array of all-hazard preparedness programs both in the U.S. and abroad.

Ms. Southwell earned a Bachelor’s Degree in International Relations from the American University, and a Master’s Degree in Public Administration from the George Washington University. She is a graduate of the Federal Executive Institute.

Gary Wang

Mr. Gary Wang is a senior information technology (IT) and cybersecurity business leader with more than 30 years of experience in cross-functional, cross-industry team building in public sector defense-related organizations. He has managed large programs in support of Department of Defense (DoD) enterprise.

Mr. Wang comes from an extensive career, most recently serving as Deputy Chief Information Officer (DCIO) in the United States Army Headquarters Department/Pentagon.

Previously, Mr. Wang provided acquisition oversight and direction to DoD funded intelligence programs as Director of Intelligence Systems and Architectures in the Office of Under Secretary of Defense for Intelligence.

Earlier, Mr. Wang held positions of increasing responsibility at Space and Naval Warfare (SPAWAR) Command, ultimately serving as Command Information Officer and Director for Corporate Operations. Prior to that, as Chief Technology Officer and Director of Science, Technology, and Engineering, Mr. Wang planned and directed S&T and RDT&E.

As Program Manager, Intelligence, Surveillance, Reconnaissance, and Information Operations in the Program Executive Office, C4ISR and Space at SPAWAR, Mr. Wang directed the development, acquisition, and life cycle support of several Navy Command and Control (C2) intelligence and cryptologic programs.

Mr. Wang earned his BS in engineering from the University of Texas at Austin and completed graduate national securities studies courses at Maxwell school Syracuse University and Elliot school at George Washington University. He also studied executive management through the University of North Carolina, the University of California San Diego’s Rady School of Business, and the University of Virginia.

Since retirement Mr Wang has worked part time as a consultant and advisor in the private sector, and volunteers as chair of a board for the IST department at GMU.


Charlie Williams

As President of CWilliams LLC, Charlie Williams provides strategic advice and support to the defense industry and government officials in all matters of acquisition planning, contract formation and general contract management processes. Additionally, Mr. Williams lends support to the industry in ways that enables large and small companies to maneuver their way through the complexities of the federal acquisition system.

Mr. Williams currently serves as a Member of the Board of Directors for the Cybersecurity Maturity Model Certification Accreditation Body in support of the DoD. Additionally, he serves as Vice Chair, Planning, for the Procurement Roundtable. In August 2016, he was appointed as a Commissioner to the congressionally mandated Section 809 panel established to reform the Defense Acquisition Regulatory System. He also served on the National Contract Management Association’s Board of Directors for six years and was the President in PY2019.

Prior to establishing CWilliams LLC, Mr. Williams served as the Director of the Defense Contract Management Agency and in multiple positions throughout his career as a civilian member of the United States Air Force where he was appointed as the Deputy Assistant Secretary Contracting, in the Office of the Assistant Secretary of the Air Force for Acquisition. Included amongst his many awards are the Meritorious Executive Presidential Rank Award and the DoD Medal for Distinguished Civilian Service.


Maxanne (Maxie) Witkin

Maxie is a retired Senior Executive with over 35 years of government service. She was formerly the Department of Veterans Affairs’ senior executive responsible for the adjudication of employee EEO complaints. Prior to becoming a SES in 2009, she worked at various agencies---Department of Navy, Office of the Secretary of Defense, and the Merit Systems Protection Board.

Maxie is a first generation professional and began public service immediately after high school as a GS-2 summer clerical aide. She cares passionately about mentoring the next generation of government leaders and increasing the diversity of the SES.
